ANPR camera

Community Camera

Whiteshill and Ruscombe Parish Council have had a Community ANPR camera in place in the parish since the end of 2017, with a second one going in at the end of 2024. These detect the speed of vehicles travelling along the road, taking an image of the number plate. The Parish Council owns and monitors the camera, and those going excessively above the speed limit will be reported to the police. The Parish Council also work alongside the police looking at hotspots of when there is significant traffic, or times when more speeding occurs, to give information so as the police can come out and do speed checks.

The police will send educational letters to those being reported to the police, to remind drivers of their speeds and to slow down. For those who continue to speed, the police will take action to follow these up.

Anonymous data from the cameras is shown below, and there is also a link to Gloucestershire Constabulary which gives more statistics on the letters being sent out.

The Parish also has an active speed watch group which works in the same way of reporting back to the police the highest speeders during the time they were on the roadside.

Policies for the cameras such as data privacy and impact assessments are available under the policies section of the Parish Council website.

Stats and data | Gloucestershire Constabulary

The information is split into three sections:

  • Letters sent as a result of volunteer community speed watch groups, recorded by area.
  • Letters sent as a result of community speed cameras, recorded by parish/community, and
  • Mobile speed enforcement activity, showing number of site visits and number of offences.

The first two also include vehicles ‘for further action’ i.e. have received two letters, that have been sent out as intelligence to policing areas to look at any action they can take, of which some of these are sent to the Special Constabulary with the aim of mounting operations to detect or visit the registered keepers home address.
